Once the RFx is issued, Vendors can review the contents (questions, attachments etc) in order to decide whether they want to bid for it. Only after accepting the invitation can a vendor save answers to RFx questions.
In some cases, a Buyer may wish to skip this step. They can then flag a Project to indicate that Vendors can begin answering immediately, without going through a formal Acceptance procedure.
