No, PostRFP does not allow RFP question text (or answer text) to be formatted.
Whilst this might be considered quite a nice feature, the problems associated with it (decreased searchability, formatting errors, increased server load) are felt to outweigh the benefits. The purpose of PostRFP is to collect useful data for vendor analysis and text formatting is, at best, tangential to this goal.
