What is a Reference Project?

A Reference Project is one where the Evaluator (Buyer) can view vendors' answers as soon as they have been entered. This avoids the need for a traditional issue-write-submit cycle.

For a vendor, an invitation to respond to a Reference Poject will show in the Issue List as an "Updateable" Issue.

Reference Projects are typically used to collate reference information from a wide range of vendors.
